Assistant Scout Leader Admits to Abusing Young Boy

Michael KellonThirty-eight-year-old Michael Kellon of Parkesburg, Pennsylvania was arrested by local police in August on criminal charges of involuntary deviant sexual intercourse, statutory sexual assault of a minor, and related offenses.

Kellon has ties to multiple youth organizations including the Boy Scouts of America, volunteer fire companies, and emergency medical providers.  During a police interview, Kellon waived his Miranda rights and admitted to the criminal charges against one boy who is younger than 13 years old.  According to the police report, the abuse dates back to 2011 and began when Kellon was serving as an assistant Scoutmaster.

“That’s typical for someone who is a child predator. They are going to go and put themselves into situations where they have access to children,” said Chester County District Attorney Tom Hogan.

Kellon has a criminal history.  In 2015, he was arrested by Parkesburg, Pennsylvania police and charged with simple assault and related offenses after police were called to a domestic dispute.

Kellon remains in custody in lieu of $300,000 bail.  Police ask anyone who has children who may have been in contact with Kellon to call Detective Craig Yeckley at 610-857-3535. Kellon was remanded to Chester County Prison after failing to post bail.

Given his prior criminal history, it’s puzzling that Kellon was allowed access to minors.  Why hadn’t the Boy Scouts flagged Kellon and removed him from his post as assistant Scoutmaster prior to his arrest on these sexual abuse charges?  Was a background check performed on Kellon before his work with the Scouts?  If not, why not?  These questions will undoubtedly be asked in the coming months as Kellon faces serious criminal charges.
